EARTHQUAKE PREPAREDNESS PROPOSAL
Natural disasters have become a major threat to this organization in the recent years.
However, earthquakes have threatened the existence of this very organization. The 2003
earthquake revealed that we forget very fast the devastating impact of the previous earthquakes
to this organization. Nevertheless it revealed the need to full understand the damages caused by
these earthquakes in due to the expansion in this organization and the complex nature of
available infrastructure. In the United States, earthquakes have been associated majorly with
California, but seismologists and geologists have flagged some other places that may experience
earthquakes (Saghafinia, Araghizade, Nafissi&Asadollahi, 2007). Following these predictions
and the 2003 earthquake, the earthquake preparedness committee has come up with the following
proposal on the necessities for earthquake preparedness.
Surviving the consequences of an earthquake calls for planning, preparation as well as
practice. Preparedness calls for gathering emergency supplies as well as removing possible
hazards in the organization (Bissell, Pinet, Nelson, & Levy, 2004). Our organization has an
international virtual coverage with an extensive physical setting. The company hosts about two
thousand people at any particular time. The organization location experiences torrential rains in
some months of the year while the others remain fairy dry. The soil is clay and floods during the
rainy seasons causing movement difficulties within the organization. The earthquake emergency
and supply should take into account of the above-mentioned factors for an efficient preparedness
plan.
Emergency supplies are essential for the recovery from the earthquake, in case it
happens. Some of the emergency supplies for the earthquake preparedness supplies include;
automobiles, survival kits, emergency food and water and first aid kits (“Emergency Supplies for
Earthquake Preparedness”, 2014). To understand the labor intensity as well as the budget
requirement for the preparedness program we first need to understand what each of these entities
entails individuality.
The first aid kit needs to be carefully guarded and kept due to the due to its component
volatility and ease to go bad. This kit includes mediations, dressings, and other supplies.
Medications may include eye drops, antibiotic ointments, hydrogen peroxide for possible wound
treatments, current prescriptions, and aspirin as well as non-aspirin medications. Dressings
include bandage strips, ace bandages, rolled gauzes, adhesive roll tapes and cotton tipped swaps.
The other first aid supplies include a first aid book, tweezers, scissors, tissues, paper cups, safety
pins, thermometer and sanitary napkins.
Automobiles, as well as designated work places, should house different survival kits
necessary for the recovery and management of earthquakes. These survival kits will include; a
broom, shovel, ax, hammer, pliers, screw drivers, and rope for safety. Survival kits may also
include safety shoes for protection against broken pieces, candles, knife, tent, garden horse,
whistle (signaling device), and blankets for housed staff, flashlights, essential medications, food
water and money. Bottled water, change clothes, fire extinguishers, local map, toilet tissue, duct
tapes and jumper cables are also other kits that need to be accommodated in the automobiles and
the designated places.
After having a rough view of the component of the preparedness department, it is easier
to estimate the associated expenses. For the existence and keeping of the department there needs
at least two staff permanent trained staff members to manage the technical as well as the physical
parts of the department to ensure a working existence of the department. These two members
will always coordinate other trained personnel in need or an emergency. This, therefore, means
that there should be money set aside for this coordination and emergency cases. To install the
department, it requires having well-trained structures for the equipment. It also requires buying
some significant installments like refrigerators to keep drugs from going bad. Except for some
few items, like drugs which will call for regular replacements to make sure they are safe for
immediate use, and maintenance costs, most of the installations are one-time expenses. To have
the department up and running the organization should be prepared to spend thousands of
American dollars to a tune of hundreds. These investments may seem expensive from the start
but its long-term results and significance is of a far greater value, and hence the organization
should consider investing in it.
Earthquake policy
In order to ensure the activities of this organization resume after the occurrence of such
natural disasters, it is necessary to adopt a suitable earthquake policy. Moreover, the risk areas
that need reinforcement were revealed by the last earthquake that occurred in the year 2003. The
damage that was caused was mostly due to various reasons 1) Lack of necessary earthquake
resistant structures; 2) Deficiency in urban systems and infrastructure: 3) Uncoordinated postearthquake management. Therefore, there is need to develop a comprehensive plan to spread the
risk of the earthquake disaster in an organization in order to minimize loses.
In a bid to minimize the effect of the earthquakes in future, disaster preparedness and prevention
plans need to be rolled out within the organization. Disaster awareness, education, training and
occasional earthquake drills need to be promoted.
GENERAL SEISMIC SAFETY PLAN
Emergency management system for disaster mitigation
Delays in the rescue operations in the event of occurrence of an earthquake and poor emergency
systems lead to loses in an organization. Some of the measures that could help minimize such
loses include:
1. Use integrated disaster information systems
In the light of occasional occurrence of earthquakes in this country, information systems on
disasters have become essential in private as well as public sectors. It is important to have link
these systems in order to conduct drills repeatedly before the disaster strike so as to understand
the integration functions.
2. Initiate disaster management strategies
Disaster management entails a robust decision making process on issues like evacuation
vehicles or the helicopters. The organization has to make decision on whether to use the
helicopters or vehicles in the event that the earthquake occurs. Strategies in the management of
earthquakes are very different from the other strategies in other emergency situations. Mitigation
strategies adopted should be acceptable to the nearby community. This is meant to avoid conflict
between the community and the organization on the issue of strategy employed. The organization
will therefore, have to consult the community on their preferred strategy.
3. Drill improvement
Large-scale earthquake usually require efforts that stretch the capacity of public
emergency management agencies. Therefore, the organization should be tasked to organize
earthquake drills that are of required standards. The drills need to be comprehensive so that they
encourage the staff within an organization to imagine of what actions each one of them deems
suitable in such disaster. The drill methods practiced should be remodeled from prepared-
scenario type of drills to a more improvisational type which ensures flexibility and adaptability
in an earthquake emergency.
4. Development of disaster managers
Due to few cases of occurrence of large-scale earthquakes, the lessons learnt from
previous disasters are often lost without help of disaster managers and the programs on disaster
preparedness. This occurs as a result of lack of continuity and consistency. Disaster managers
need to be involved in order to promote early establishment of disasters management systems
that are efficient and reliable within an organization.
Budget for earthquake preparedness
Earthquakes lead to financial losses to an organization. This is the reason insurance
policy on earthquake is suitable aimed at spreading the risk of such natural disasters.
Nevertheless, the organization will have to set aside funds in their annual budget to cater for
disaster preparedness and management. There are some factors that need to be considered when
budgeting for the earthquake preparedness:
a) The burden caused by the earthquake sometimes exceeds the financial ability of the
organization. Nevertheless, the possibility of such natural disasters occurring is
usually low.
b) Damages caused by the earthquake affect both the economy as well as human life.
c) Enhanced investment to protect the organization may lead to low budget for other
projects.
CONCLUSION
An accurate quantitative evaluation of the disaster mitigation should be highly regarded
in an organization. The evaluation of the economic and social effects will form an integral part in
disaster preparedness. The organization will therefore; require an earthquake policy in order to
minimize the risk of earthquakes.
