Whether it is done to attract more minority students or perhaps more talented ones of lesser economic standing seems to be prevalent. It (the document) even suggested that state colleges may be doing this because of charging more for out of state students and (like some private institutions may be doing), allowing for more grants and scholarships for the students they desire. This may be for again (as previously mentioned), minority students or students of lesser means (or say the institution wanted more math and science students), providing them with more grants and or scholarships. So, this can show how the system can be and has been manipulated. Also, according to the College Board document, since 1994-1995, and 2000-2004 both two year and four year public colleges as well as four year private institutions have had overall increases in the discount rate that is the published tuition rate and what is actually paid out. Of the three types of post- secondary educational institutions, the private colleges and universities lead the way in this complex endeavor. The document also goes on to say that it is challenging to differentiate what percent of discounts are need based compared to those which may not be needs based discounting. One of the reasons for this could be because of exactly how surveys define the words needs based. Another factor in discounting appears that it may be a way to attract more athletes. Now in the public sector, some of these discounts are not necessarily caused by the college or university itself. Some of it derives from the fact that some states grant waivers or discounts for students who are studying to become mathematics or science teachers.
